Administrative structure and organizational chart of the City
The Direction générale fosters and maintains productive links between the policy and administrative teams. Its mandate includes keeping employees' focus on the municipal administration's key objectives.
This department's mission is to provide residents with highly professional services and expertise in policy development, land use planning, and economic development control and monitoring to meet the needs of Gatineau and the Outaouais region, based on the best adapted, most progressive, user-friendly and economical practices possible.
The Service des arts, de la culture et des lettres is responsible for cultural dissemination and entertainment, making the most of the city's heritage, getting the cultural communities involved in municipal life and promoting books and reading.
The public library's mission is to encourage the development of all Gatineau citizens by giving them access to information in all its forms.
The library provides the population with quality service in an effort to promote culture and knowledge, develop an interest in reading among citizens, from a very early age, disseminate local and international works, stimulate imagination and creativity, provide assistance to the educational, recreational and cultural communities and support initiative and innovation in the Outaouais region.
The Service des loisirs, des sports et du développement des communautés promotes the development of recreation, sports and community life within the community. The Division des fêtes et festivals, provides professional, financial and technical support for events throughout Gatineau.
The mission of the Service de police de la Ville de Gatineau (SPVG) is to ensure the safety of people and property by maintaining peace, order and public safety, and to prevent and reduce crime and infractions by seeking out the perpetrators. To this end, it applies the laws in force in Quebec and the municipal by-laws, resolutions and orders. This department also protects rights and freedoms, and the dignity of victims and their needs, and works with the community on ensuring respect for cultural pluralism.
This mission builds on organizational and individual values, the principles of community policing and a community-based approach.
In addition to fighting fires, Service de sécurité incendie firefighters are part of the front line emergency response team, for instance when incidents involve hazardous substances or during floods. They rescue victims trapped in their cars because of an accident and save people trapped in high places.
This department provides the population with basic services, 24 hours a day, 7 days a week, 365 days a year. The module includes the Service des opérations de terrain, the Service de la gestion des édifices et de l'électricité and the Service de traitement des eaux et de la gestion des matières résiduelles.
The Section de la planification stratégique works on bringing different parties together around the strategic issues, and encourages the development of partnerships. It is particularly interested in living environments, the community and management as ways of helping the municipal organization adopt efficient organizational practices and improving the quality of life of residents. Urban study and strategic watch projects are part of its mandate.
It works on developing the municipal strategic plan, its updates and periodic review. As well, it plans, coordinates and monitors through a municipal strategic system, namely through a method of planning municipal measures through activity plans. It ensures the implementation of the participatory governance reference framework, and the development of a culture of public participation. It provides support and coordination for the municipal services as part of their resident participation activities.
The mission of the Service d'évaluation et des transactions immobilières is to ensure that the financial contributions made by Gatineau taxpayers is as fair and equitable as possible by preparing and maintaining an up-to-date quality property tax roll. It also aims to highlight the municipal property portfolio to optimize its benefits to residents.
The Service des communications provides quality professional services through the integrated management of all internal and external institutional communications, including information, public relations, protocol, promotion and advertising. This department highlights municipal activities and the values inherent to the vision set out in its Strategic Plan.
This department is responsible for ensuring the sound financial management of all municipal resources. It is also responsible for meeting as efficiently and economically as possible the different municipal departments' supply and computer requirements.
This department supplies the organization with the tools it needs to manage its labour force with maximum efficiency, effectiveness and creativity. It promotes an environment and working conditions that facilitate the growth of each and every employee.
Services juridiques includes the Service des affaires juridiques, whose legal counsel work on criminal and penal law, the Municipal Court, which receives, hears and rules on charges brought by the municipality within its territory, and the Service du greffe, which is divided into three sectors: Soutien au conseil municipal, Administration et l'accès à l'information and Gestion des documents et des archives.
